Dr Dinoj Kumar Upadhyay is research fellow at Indian Council of World Affairs, New Delhi. He received his PhD in International Relations from the Center for European Studies, Jawaharlal Nehru University, New Delhi. His major areas of research are development assistance, state building, local governance and sustainable development.
